Only +358 is a dialling code. FI, FIN and 246 identify the country in data and documents, not on the phone. 00358 is the same as +358 — 00 is the international access code used from most countries.
There is no single answer, and that is unusual. The Finnish national significant number runs from five to twelve digits — the widest range of any country covered here. Most mobile numbers use a seven-digit subscriber number, but short legacy numbers issued in the 1990s are still in use and still valid.
So do not assume a short Finnish number is incomplete. Dial +358 followed by the number with its leading 0 removed, however many digits that leaves.
