Romanian numbers are ten digits domestically, starting with 0. From abroad, drop that 0: a Bucharest number written 021 123 4567 is dialled +40 21 123 4567.
Bucharest having two area codes catches people out. They are not two parts of the city — 021 and 031 split by operator, with 021 belonging almost exclusively to Telekom and 031 to the newer operators.
112 is Romania's emergency number and is free from any phone. The older service numbers — 955 for police, 961 for ambulance, 981 for fire — still connect, but they are no longer toll-free. In an emergency, dial 112.
